So if Plastic Man were in the One Piece universe, his name would be Patrick O. Brian.
Actually, Plastic Man has 3 and half devil fruit powers:
-Gomu Gomu No Mi
-Mini Mini No Mi: can shrink or become bigger than all the giants in the world, including Sanjuan Wolf.
-Mane Mane No Mi: he can shapeshift into any person, but can do more like objects.
-Bara Bara No Mi: (the half) he can regenerate after being cut.
Plastic Man would be no match for anyone with Haki, but he can avoid any devil fruit weaknesses like any kind of water, and kairoseki weapons.
Yes, he's mostly like Luffy because of his personality, but he also has a bit of Nami's because of his greed (he used to be a thief).
