It's made up artwork for a game magazine,we can assume the "artist" only had the original Knuckles sprite and the ugly american Sonic artwork as references.
Hope this clears things up.
The japanese design was used for the games.
The american design was used for cartoons and other media.That design is fugly.
Madeline Schroeder an American made the final design for Sonic for the games, this design was used in the comics and also cartoons as well.
In 1991 Madeline Schroeder, she removed the human girlfriend, extra spikes, buckles, and band. She gave Sonic a mohawk, way cool attitude, to appeal to the American people.
